Concept for discussion. Minnesota's 2027 Medicare Advantage market is resetting: Blue Cross and Blue Shield of Minnesota is replacing most of its plans, HealthPartners is dropping three plans and leaving seven counties (about 24,500 members affected), Humana is leaving the state's individual market, and UnitedHealthcare is reducing its service area. Medica is leaving 22 counties (about 27,400 members affected) while adding new PPO plans in Hennepin County (Advantage Preferred, Advantage Select and Advantage Value). Medicare open enrollment runs Oct 15 to Dec 7, 2026; the Medicare Advantage open enrollment period runs Jan 1 to Mar 31, 2027.
Public sources name the counties Medica and other insurers are leaving only in aggregate, so the 22 exit counties and the county disruption scores shown are illustrative. Both should be replaced with county-level data from the CMS 2027 landscape file before this is shared with Medica. Population weighting is modeled from city centers rather than Census counts. Budgets, window shares, channel mixes and cell performance are illustrative. Targeting uses geography, age bands and contextual signals only, with no health-condition data, and all creative would follow CMS Medicare marketing rules and Medica's compliance review.
